Existing auto OEMs know they are obsolete unless they can make the EV thing work from a business perspective (profitable cars) The IRA is trying to stimulate three things. EV uptake, USA EV innovation beyond Tesla and localised supply chains that are not at the mercy of a potential adversary.
I believe Republicans (except trump, because who the hell knows what he is going to do.) and Democrats are largely aligned on the fact that the US needs to be at the forefront of most technologies and have a manufacturing edge, again. The IRA enables this. If too many people flaunt the lease loophole they will simply close it as it won’t align with localised supply chains and US EV innovation.
