But if the wire to the solenoid isn't getting a signal to start with, that wouldn't be just a starter leaking to earth?

After looking at these wire diagrams, the wiring to the time delay module might be the best place to start. Obviously If I can by pass the starter from the ignition switch but then it dies when in motion. There is obviously no "good to go" signal along those wires.
