The good news is they can still calibrate the mills and shapers which is the time consuming part. The missing pipe is for the purification which is the next stage after shaping the flakes into spheres. They have a lab on sight to do the testing. SYR needs to get to 8kt/pa run rate before Tesla will take delivery so it won't affect the timeframes for this to happen.
