Ann: Rights Issue Shortfall Completed , page-2

hey Scorp, this announcement seemed to go unnoticed. What does it actually mean that the shortfall has been completed as per the terms of the prospectus.
Firstly what was the shortfall?
secondly how is a shortfall completed? a shorfall means the rights were not all taken up, so does it mean they were taken up after all, in which case there would not be a shortfall. or were they not taken up and they are just going to live with less money. If that was the case then how much did they raise?
