I think you are correct. I don't fully understand the Hazer reactor process, but having built two biogas plants back in the late 70's, the problem of purging the system of oxygen is crucial to avoid an explosive reaction. I'd assume they'd do this by gradually introducing CO2 until all O2 is purged, then gradually introduce the proportion of CH4. I think this is probably what they mean by "phased in"
