Agree with comments around increasing the accepted dollar limit for the SPP. PEN would be silly not to increase by 50% ($15m) or 100% ($20m) and reduce the debt component accordingly. Can't see it being increased to more than $20m though
The SPP open and close date is 2 weeks, or an expedited SPP. SPP's are usually open for longer that 2 weeks. Would be surprised if PEN closed it early even with the SPP being oversubscribed
