That's the pep11 2020 application, which shows the days at each status for PEP11. I was looking at all the Exploration Permits (found from OPGGS Act -> Application Tracking (Application Type =Exploration Permit & In Progress). Which shows the number of applications at each status. There's 24 exploration permits at JA for decision, so the more that update to 'NOPTA for decision/implementation' should indicate that we are getting closer to a decision for PEP11

PEP11 status is at Joint Authority for Decision, so every day that goes past would increase the number from the image you sent besides Joint Authority for Decision.
