Might be wrong but I believe the timeline of milestones and events dictated what was possible. If they were built at the same time, I agree, bit silly. But if I recall correctly (please someone correct me if I am wrong), at the time of building it wasn't possible to have the Solar Power go directly to the Pumped Hydro if the solar was to be grid connected. I believe some rules have changed that potentially allow that to happen now.
