I also think that the idea of a settlement is a good thing. it beats giving Mali a stake in the company and prevents ongoing interference by them, to the extent that giving them a percentage of the company would. plus the second tranche of funding is contingent on Mali playing ball. the way this is worded, it makes me think that Mali won't get a second tranche of funds unless they're cooperating with the company.

I agree with the Simon Hay comment, blowing off some steam and the dog was too far away to kick.

Why do you think the government isn't taking up their 10% free carry and the further 10% option?
