It takes only one 'noise' complaint and a group of harmless retirees enjoying playing music in a public park gets told it's against council regulations to do so. The group needs a council permit. Perhaps the retirees should stop paying rates unless council obtains a permit from them.
Such in the power of 1 and councils acting on behalf of residents - a single resident.
Someone should also complain about the hot air noise the person complaining created and provide the complainer a complimentary set of ear plugs.
