When good news comes then the scramble to get in could see this move extremely fast. I still worry a tad about liquidity however if instos are playing the long game ( dividends) then getting out isn't an issue. I don't know why it is taking so long for the WL licence however we can also speculate that they are structuring some new deal to be announced with it as has been mentioned. This would certainly make sense.
