If you're a short trader then after the run up you'd be looking to limit further losses after the run up and perhaps join in on any vulnerability in the price from profit takers selling. So if the charts say it's time to attack they will try to push it back down a bit? The last thing they will want is for momentum to carry it through the magic $2 level and give investors confidence.
