many cheap chinese water blasters can put out 5k in pressure, volume is the killer, with your context to a steam engine the problem is rapid expansion 1m3 of fluid into 1600m3 of steam
it really sounds like another right royal f#ckup only having test equipment on site with a working preasure of 5k,
mind you thw gear would have at least been certified with test pressure 1.5x so around the 7.5k
as soon as the sample is released from the mdt sample bottle the pressure will drop rapidly.
