I read an article last year where it stated that 80% of economic activity is created or supported by government via our taxes. So the logic is invest where government intends to build.

Global governments were falling over each other to develop rare earths, battery facilities, support EV's etc etc, but they misread the appetite as to who was going to pay for it. It's now all fallen to the wayside, Bidens IRA isn't having an impact in Australia, the Labor government has been told to pull it's head in and get inflation down and they are backtracking big time. The demand is not there for the price that has to be paid by taxpayers. The media played it's part as well hyping initiates that are in effect unaffordable.

Yes mgt fell for the bait as well, but are not totally to blame for being given the impression that big investors were there to support them. The big investors already pulled their funds over a year ago, it's only retail that's now supporting penny stocks. Some will survive, many will not, how many CR's will it take before investors have had enough of them and they fall to the wayside of insolvency?
