Anyone IMO who aspires to claim the aged pension as an entitlement is a fool.
Financial independence in retirement, free from the aged pension, is something that everyone should aim for.

Yes it is fair. In that case Gina would have contributed many multiples more tax to the system and would still only get the same pension as the person on the minimum wage.
