This has nothing to do with exploration, this is the cost that it takes to produce the product. PLL would owe 25% of any costs associated with running NAL.
I would expect these costs to be severely curtailed or eliminated. They still need to complete the crushed ore dome, so they may do a bit more to at least get it ready for next winter.
