the rest is refocusing the effect of the cuts from Morrison's clear aiming at gifting the wealthy a large bonus to Albanese lowering the bonus to the wealthy by half and spreading the joy across all tax payer cohorts.
the need for Govt revenue dictates that tax cuts shouldn't reduce tax overall if possible.
Albanese could have gone for abolition of the S3TCs, as Abbott would have done had it been instigated by Gillard. instead he modified it to make the cuts equitable.
