Yeah I did considerable research at the time and couldn't find any details of the conditions of the grant. I struggled to even find what conditions were met to receive the first part of the grant..
Also why I said early on, and not in an attempt to be a wet blanket, that you can't just count the grant as $49mil in the bank like a lot of shareholders just assumed was a given and happening any day now..
Do I think they can get the remainder? Probably..
Do I or anyone outside of AVL management know what is actually required to receive further payments? No.
So I personally won't be counting on it, and honestly if it involves going down a development path that is less than ideal in the long run just to meet an obcure requirement that Vince's submission baked into the deal, I would rather use wisely what has already been received and go after fresh funding based on a vanadium mine, battery and electrolyte business that as is should tick enough boxes for government backing.
