What you are missing here is the tonnage. lets say a mine has for example 20 million tons at a base case cut off grade of 1.5g/tonne.

Then as i stated from LRC's base case of 100,000 oz per year from a 2 million ton per year operation you have 2,000,000x .15=300000grams divide 32 (to convert grams to o)z = 100,000 oz per year!!

And this is LRC base case.Any more JORC upgrade will boost this operation so 100,000 oz per year production is their base case on the JORC thus far!!
