That is exactly their plan and the trap they want you to fall into! The institutions are capping the price and hoping the longer they do it, that more shareholders will get fed up and exit and they will gobble up your shares on the cheap !
The fact that management are not releasing enough newsflow and positivity is allowing this tactic to take place unfortunately.
