Additionally (and this may be very obvious but I'll point it out anyway) if the consortium does decide to sign on the dotted line that they want this project to go ahead, the capex is no longer an issue. These are entities that have deep pockets themselves, as well as connections to finance things. That's not even taking into account the interest of both the Australian and Japanese governments who are heavily motivated to see a deal go ahead.
