Taxation & expenses are completely unrelated in the taxation system, it's taxes & income that are related.

I'm sure Howard had sold economic considerations when deciding to do the Family Tax breaks... ahahehe.

we struggled through with the normal costs of raising kids. Howard's thinking was more about votes than economics.
