From memory the ACT govt initially indicated they would need time to digest the Inquiry's findings and recommendations...six months if I recall correctly. This caused some commentary suggesting they intended to bury the report blah blah.
So this may have given the Commissioner impetuous to start feeding interim findings to the media in the name of transparency which Sodonchroff championed throughout the hearings. In short, it appears he didnt trust the ACT govt to release the report in a timely manner. Just my recall of the situation.
