Certainly every company has bylaws and a corporate structure. Public companies make these public. Raising money via stock sales is governed by mainly regulating government agencies like the SEC in America, or the ASIC in Australia. https://asic.gov.au/
Individual public companies have bylaws, a board of directors, and orders of governance that affect how and when they issue shares for capital. If you want to invest in companies and be successful, there is no substitute for hard research which includes hours of reading and educating yourself.
