    Without the Panguna mine returning to production, the people of Bougainville (all decent people just wanting autonomy and their fair share of profits from their first tier global leading resource) have no chance of getting independence from PNG. With it, and with good impartial advice regarding how to spend the profits to benefit the people of Bougainville, Bouganville will become a first-world country with the infrastructure (decent schools, medical facilities etc) befitting a first-world nation and people.
