The changes in an employment context began in earnest about 24 years ago where people were programmed to rely solely on 'standard procedures' and 'best practice' and this morphed into company policies that dictated any deviation from these standards, especially when it came to safety breaches, could result in instant dismissal. Anyone who had a better way of doing work was discouraged as these policies and procedures were set in stone and very difficult to change from an administrative perspective, the chain of command and having to penetrate multiple mgt layers. It's no wonder that people just 'toe the company line' as independent thought of process becomes an almost criminal act, this discourages critical thinking, independence of thought and integrity of of those systems, and yes many of these policies and procedures are thought up by university graduates looking to gain favour in a system bloated with peers who all think the same way. 'The system' in effect choked itself into paralysis and failed to listen to alternatives, or act, to save lives. Covid was the worst, and most likely the expected and extreme outcome of people, including politicians and senior bureaucrats just 'toeing the company line' regardless of what their gut instinct was, but to disobey a procedure, let alone challenge it could result in dismissal as many have found out.

24 years ago was the time of that Fake LNP God, little Johnny "Winston" Howard. I actually remember those policies and the changes that came into affect. Ah little Johnny up to his eyeballs in the PAM, Gun Buy Back, Weapons of Mass Destruction and other nefarious activities that virtually no LNP Voter can see. I'd reckon if Barnaby Joyce was humping their leg, they'd completely miss it or ignore it. And to think I voted LNP for 95% of my life.
