a very basic observation is the warmer the ocean temp the more energy for cyclones. You will read plenty of that, but thats just the beginning, you also need that ocean temp to be warm enough down to a depth of around 150ft, by memory to kick things off, and then the other multiple factors can come into play. There are many rhings that need to line up to allow a cyclone to form, but hearing someone say look the ocean temp in tbat area is 28c, really doesnt mean a lot. This is commonly misunderstood.
