You may be onto something there.
Glencore's original announcement with Glencore trumpeted that this deal negated the need for an export licence.
However Jiminez did refer to pursuing an export licence for Galan within 3-4 months in the Take it Easy Podcast last week.
What has changed in the meantime? Milei .
I expect that the arbitrage for Glencore would be much greater by taking product domestically and selling it on the global market. They'll definitely be wanting to put pressure on Galan for this deal, because they'll take most of the margin.
Meanwhile, potentially Galan has decided to play a high-risk game of chicken - jeapordise the Stage 1 Glencore deal by hanging out for the export licence, knowing that Jiminez can get more for LiCl on the global market (sounds like he's thinking over the border into Chile)
The only thing that does not make sense in this scenario - if you were Glencore you'd try to bring forward the deal for Stage 1 surely, not push it out?
