There are still several months to run in this process and assuming IDA wins on this final point, they might then also have to enforce the award, if the Tanzanian Govt decided to be difficult. Yes the ICSID rules provide for the seizing assets in any World Bank member country but this will also take time, i.e. we could be waiting another year to get paid, and incur more costs. USD 124M + is not small change for anyone, and for a small developing country like Tanzania this will have serious repercussions.

The Tanzanian Govt, if properly advised, ought to know all this and use it as (limited) leverage. If the Tanzanian govt offed 80c on the $, payment within say Feb, I would take that.
