The professional buyer seems to be in no hurry to accumulate and is just letting sellers take their offer at 20 cents. Disciplined buying.
This suggests there is no imminent announcement or other catalyst that has leaked, it's simply someone who has decided to take a position and is happy to buy at a sufficient rate to minimize driving the price up.
Agree with the suggestion it's a professional investor.
But, supply (sellers) getting harder to find hence not much volume since the first hour.
Perhaps they will get a bit more aggressive toward the close, and see if the price slips back tomorrow.
