Another concern is some governments dont want a bar of fossil fuels for any new developments. SA went with solar powered electrolysis for the $600m Hydrogen project in Whyalla despite touting one of the uses will be to make green steel at the existing Steelworks there. The Steelworks could've used the H2 and graphite from a Hazer plant but went with a technology they know works and doesnt use fossil fuels. If the cost of H2 from electrolysis does come down to ~$2/kg as predicted, then thats stiff competition for Hazer unless there's a compelling use case for the graphite. Happy to be corrected.

its a risk, but no government will be able to afford it or to ramp it up due to the costs allocated with electrolysis
