I'd say the risk of either not finding a qualified person or not finding a qualified person on time to be fully based in a country like Angola is non-negligible.
There might be numerous qualified persons here in Australia but the number of those who want to move to Angola is a big question mark.
Yet another risk to not completing the project on time...
As things are starting to unfold I now revise downward the likelihood of them being able to produce by 2024. I hope I'd be wrong.
