IMO the pilot plant is tied to a government grant and the delay is/was due to the application process and grant requirements.
Most of these grants are for 50/50 funding and in the $2-$5M range so considering the initial 20,000 ltr plant was quoted at $700,000 i'm hoping they haven't gone down this delayed path for the sake of $350,000.
Kinda also hoping part of the delay is also because they have ordered and installed X4 of everything and that it will be producing 80,000 ltrs from day 1.
