Also... to be clear, there is only one reason for delegation in my opinion. To avoid a bias claim after the rejection.
The reason the Coalition couldn't delegate is because Keith Pitt did not relinquish control, and Scott Morrison couldn't delegate because he didn't want anyone to know he was the Resources minister in my opinion...
