While I doubt the Australian Government would have the sense to invest in Bougainville (that is to say, investing in the future of the Bougainville people in order to save them from having ANYTHING to do with the CCP), I sincerely hope they do. Providing some start up cash for the Panguna mine would almost certainly provide a pretty good return on the Australian taxpayers dollar, as well as ensuring the mining progressed in a way consistent with the people of Bougainville's wishes.
