Its harder to eject business off a project than one thinks even if they are behaving badly (and IVZ appears to be doing things in compliance to their agreement).
The preference is usually to keep things out of international arbitration proceedings as it simply delays everything (at least in projects yet to go to production). And yes, Zimbabwe does have some arbitration cases like all countries do when they want disputes resolved.
