Unfortunately it looks like the proposed bill would prevent that from happening because it prohibits any development (i.e. pipeline, tunnel, et.) for the purposes of recovery within the coastal waters of the state or elsewhere and further to that it prohibits the development of any facilities in NSW intended to support offshore mining.
