    I think the federal gov't only has jurisdiction over what happens in the marine areas and the actual csg fields are a state concern. Not sure but wasn't bob brown lobbying to get the laws changed to consider impacts on the Great Artesian Basin and this implies it is not a federal matter. It was for Garrett ofcourse.

    But, they got rid of Garrett imo to get someone in who would move this forward in a practical manner. Too much at stake economically and its obvious its going to happen eventually anyway.

    Also I was looking on the qld regulators website for progress on Santos' application and they put in amendments recently to reduce the scope of future drilling a few weeks back which were approved. I think this indicates that the wheels are turning to make the projects more palatable to the cockies in the Darling Downs. Not that they will be happy abuot all this.
    As far as the ground aquifer impacts goes the new qld state legislation seems very stringent to my untrained eye. Monitoring of water bores is going to be mandatory and where there are grey areas about who is responsible for an area adjacent to several csg feilds owned by different operators , the department is going to designate an operator and monitor the bores..Any drop beyond a few metres and a red flag goes up to assess the cause and if its csg related decide what to do to'make good'..Not sure how they do that, but the point is from the federal gov't's perspective, they would be thinking how are we going to make the regulations any more meaningfull than this- and particularly as its not their domain under normal state and federal law (to my understanding).

    So despite the coordinator generals concerns, I think Burke will deliver an approval and if it isn't a complete approval it will be a 9/10th's one whereby a few things need to be met and its approved . He's making the right sounds saying he will meet the deadline
    What we really don't need is a list of requests for further studies.
