DPA explained a few months ago how it would be impossible to arrive at decent estimates for the other side. Both Russians and Ukrainians would have a good idea about their own losses, obviously. His reasoning made sense to me.
Some would think phone network providers would have a fairly good idea about how many people are no longer needing their subscriptions...
