I think you are correct.
This can't be a commercial enterprise it must be a compulsory government monopoly to enable hidden cross subsidies.
Like all government monopolies it will be top heavy, overmanned, unionised and a cess pit of feather bedding.
It is the PMG all over again. What a disaster.
