within Rwenzori or within the ML licence area only would be the only sensible options imho. Pretty sure the govt doesn't want the extra hassle of monitoring exploration licences and exploration companies. Are we forgetting IXR just grabbed an extra 40% or somewhat, so in the end having 80-85% is not bad.
