Surely there has to be rules to enforce some accountability - To prevent lifestyle companies from taking their SH on such rides? Else, to prop up the SP, every company can announce they are hoping to buy back substantial number of shares in the next 1 yr, then do nothing about it and hope the SH will forget about it before they get to the year long deadline.
