True twoup. However if I was the government, or government official, issuing the permits I would be extremely reluctant to issue permits during a TFB period no matter how safe I thought the permit requestor's site was. The reason is -that there are members in our society who would adopt the attitude, "They can a light a fire, and a big one, why can't I?"
