Agree with with reluctancy but not the reason. Se2 is in the middle of nowhere with only a few farmers around who will BBQ regardless.
State Fire Officer and Risk Assessment team would be reluctant due to liability (my opinion) First thing they would ask is "is it can the activity be deferred to reduce risk" or will "not permitting a flare" create another hazard.
