Like I said @GCar, you need to learn to read a map. Even a cursory glance tells you that a third of that tenement isn't usable. For clarity, I haven't claimed to know the exact useable land within that tenement, but I can tell you right now that it won't support an additional 13 ktpa (and the processing plants for each expansion).
