You need to be pavement engineer for this...
Unfortunately, Austroads guidelines for pavement design doesn't even consider cars ( Light vehicles) in calculating design loads & determining pavement depth.
Whether normal car or heavier EV car ... excluded as design loads...
Only Heavy vehicle axle loads are considered in pavement designs of roads... ( No separate guidelines for car park pavements, follow Austroads)
Deflections caused by any kind of cars is minimal comparing to HV ....
As for slow movement, it's the surface type that control failure mechanisms... if more heavy vehicles used by car park , use Asphalt surfacing instead of spray seal...
I can only laugh at the heavier EV cars comment by that smarty pants...
