Partly a poor reputation for delivering to its own timelines, probably partly a bit of sentiment against Middle East projects at the moment due to the goings on over there, a bit of loss of confidence due to the continuing little delays, etc. When someone needs to sell something to have funds for something else then a company that has a SP that isn't going anywhere at the moment is what some will consider selling. Daily volumes are still very small though so just grab what you can while it is cheap.
