Borrowers don’t hold they sell immediately then cover (buy) later at the lowest price they can then return the shares. Lenders are constantly lending and shorters are constantly covering so I suppose the lenders are happy to make some income as well as possibly holding on upswings and selling a portion and lending done and holding some. Game of time and averages.
