I'm pretty sure you will find the car space dims come from the aus std vehicle sizes, specifically the 85th percentile vehicle and the expected car park use -
short term parking =bigger space
long term = smaller space (and isles).
this is due to vehicle movements (less movement in long term parking)
with regard to multi storey design that's not my area - need a structural engineer to comment but from my understanding the loading would basically be calculated DL+LL+FOS
Dead Load + Live Load + Factor of safety
I'm sure there would be adequate safety margins for the relatively small increase in live loading for most existing buildings.
this is a real non issue tbh.
Obviously no car park is likely to be jammed full of the biggest, heaviest EV's all at once. there will be a mix of vehicle sizes and weights. small EV's are comparable to current large ICE cars in mass and will probably take up a large % of use.
