It looks like a case of management saving money for a rainy day (not a bad idea in this economic environment). While a dividend would be a good reward for shareholders, having such a large amount of cash on hand could really launch the company, if used wisely. I personally would like to see a split of both, but I can also see how this could set the company on the path to massive success. The projected cash remaining after allocating to all other projects still exceeds our current MC.
